Different Universities have different deadlines for receiving applications. Most universities have deadline of March 31, 2021.

First of all you have to create account on chinese government scholarship website. Then you have to give personal details, educational details, experience, achievements, publications etc.
After you complete your details, you have to upload scanned copies of your educational testimonials, experience certificates, picture, IELTS etc on the scholarship portal.
About The English language certificate: English Language certificate is not necessary but it will boost your chances of securing the scholarship if you have good score in IELTS or TOEFL.
You have to get recommendation letters from two professors from where you got the last degree.
There is no fees for this scholarship.
